Ms. Jennifer Orr-Greene is the director of the Compacts and Commissions Office at the Pennsylvania Department of Environmental Protection. Her office manages most interstate and international matters related to compacts/agreements for the Department, including serving as an alternate commissioner or proxy for the Secretary and/or the Governor on these commissions/bodies. These include the Delaware River Basin Commission, the Susquehanna River Basin Commission, the Interstate Commission on the Potomac River Basin, the Ohio River Valley Water Sanitation Commission, the Great Lakes Commission, the Great Lakes-St. Lawrence River Basin Water Resources Compact Council and Regional Body, the Decree Parties to the 1954 Supreme Court, and the Partnership for the Delaware Estuary. Her office manages the coastal resources program, with focus areas in both the Delaware Estuary and Lake Erie, as well as the Great Lakes program, and their related regulatory authorities (25 Pa. Code Chapter 85 and coastal consistency under the Coastal Zone Management Act). She is a member of the Coastal States Organization and on the Board of Directors for the Interstate Council on Water Policy.
Ms. Orr-Greene is a native of central Pennsylvania. She earned a Bachelor of Science in Biology with a minor in chemistry from Bloomsburg University in 1998, followed by her Master of Science in Wildlife and Fisheries Science from the Pennsylvania State University in 2004. She began her career with the Susquehanna River Basin Commission in 2000 as a water quality specialist working on watershed assessment and restoration initiatives, with a specific focus in mine drainage restoration and community partnerships. At the Department of Environmental Protection, she worked in the TMDL program as a water program specialist through 2009, then assumed the role of section chief managing the Chapter 102 – NPDES construction stormwater and erosion control program. In 2016, Ms. Orr-Greene became the Director of the Compacts and Commissions Office in the Office of Water Resources Planning. She is a member of the 2013 class of the Commonwealth of Pennsylvania Leadership Development Program and manager for a project that was the recipient of the 2001 Commonwealth Governor’s Award for Environmental Excellence.
In addition to the work of her office, Ms. Orr-Greene is currently the acting director for all other programs in the Office of Water Resources Planning. This includes support to the 66 conservation districts and the State Conservation Commission; management of multiple grant programs such as the Growing Greener program, EPA Section 319 program, the Conservation Reserve and Enhancement program, the Stream ReLeaf program and the Coastal Resources program; and activities related to water use registration and reporting (Pa. Code Chapter 110), drought management (including heading the Commonwealth’s Drought Task Force) and contingency planning, and State Water Planning.
