Groundwater Governance — Rachael Stein, 2026 intern

For her Internship Project during spring semester 2026, Rachael Stein (a master’s student at the University of Colorado-Boulder) which examined decentralized structures and data practices across different jurisdictions through survey responses from 12 jurisdictions.

The key findings highlight variations in permitting requirements, reporting systems, and data accessibility that limit comparability between jurisdictions. Rachael proposes three main next steps:

  1. Improving reporting consistency through workshops and standardized structures,
  2. Enhancing data accessibility by identifying existing datasets and creating public access pathways, and
  3. Conducting research on groundwater system impacts and reporting thresholds.
